Context

This year marks the tenth anniversary of the report of the African Union High Level Panel on Illicit Financial Flows (AU HLP – IFF), chaired by H.E. Thabo Mbeki, former President of South Africa.

The report revealed the scale of the problem: Africa was losing around US$50 billion a year to illicit financial flows, a figure that recent estimates suggest has almost doubled.

Since then, the situation has become more complex:

  • Global geopolitical changes,
  • Continental crises (debt, conflicts),
  • New challenges related to domestic resource mobilization, global tax cooperation and debt restructuring.

Despite strong African leadership in favor of reforms of the global tax system and international financial institutions (IFIs), the fight against illicit financial flows remains marked by a lack of coherent coordination.

The AU HLP – IFF Secretariat, hosted by the Coalition for Dialogue on Africa (CoDA), has produced a new report highlighting:

  • African experiences at the national level,
  • The successes and difficulties of Member States in implementing the recommendations,
  • Ways to strengthen future initiatives.

  • What progress have AU member states made in ten years?
  • Is there an effective continental coordination mechanism?
  • What difficulties are hampering national efforts?
  • What strategies to strengthen the fight against illicit financial flows in Africa?
