The BCS conducts field surveys and provides data that is cross-checked with data from a variety of sources, including defense and security forces, civil society, international organizations and governments. It encourages cooperation between these stakeholders for more effective security management.

Launched in 2018, this research-action implemented a Citizen Barometer of Security (BCS) as a device for producing, interpreting, disseminating and implementing evaluative data with a view to citizen control of public security action in several African countries.

Understanding that the state-centric security approach alone cannot resolve the vulnerabilities facing countries and that it is necessary to respond to the real and legitimate demands of citizens, the BCS collects, measures and analyzes perceptions in terms of human security of populations then considered as full stakeholders. There is little renewal of teaching, due to a lack of research. Public policies are not sufficiently based on reliable data, with the result that the continent is mainly understood through the outside world and, more generally, its voices remain largely unheard in international debates.

Through the BCS and the Citizen Security Index (CSI) it provides, the diversity of security players has a tool for integrating, deciding and evaluating security governance based on citizens’ perceptions.
