The seminar on cyber surveillance and personal data protection had several objectives. It was first a question of returning to the understanding of the concept of cyber surveillance and the spheres in which it applies. This concept also involves the intervention of different actors. It was therefore a question of identifying the actors involved in cybersurveillance. Furthermore, cyber surveillance being contrary to privacy, it was essential to analyze its risks on privacy and personal data, while proposing balanced approaches to reconcile the imperatives of national security with respect for private life.

Biography

Assane Gueye, Teacher-Researcher in the Department of Information and Communication Technology (ICT) at the Alioune Diop University of Bambey (UADB) (available 2020-2024). He is currently co-Director of the CyLab-Africa initiative (an African cybersecurity center) and Director of the “Upanzi Digital Public Infrastructure Network” lab at Carnegie Mellon University Africa in Rwanda since August 2020. Assane obtained his doctorate in computer security. communication systems at the University of Berkeley, California and his engineering degree in communication systems from the Swiss Federal Institute of Technology in Lausanne (EPFL), Switzerland. Previously, Dr. Gueye led the TIC4DEV (information and communication technologies for development) research team at UADB. Assane is a Fellow of the Next Einstein Forum (NEF) and the European Alliance for Innovation (EAI). He was also a member of the scientific advisory committee of Future Africa Research Leadership Fellowship (FAR-LEAF). He served as an expert for the WHO technical consultation on the security of digital technologies in health. Dr. Gueye is currently a member of the Africa Digital Health Index (ADHI) expert group and a member of the technical working group on the UN Universal Digital Public Infrastructure (DPI) Safeguards Framework.
