The digital revolution has accelerated and multiplied the uses associated with personal data. As a result, the collection and processing of personal data concerns fields as varied as the digital economy, digital health, artificial intelligence, mobility, education, urbanization, electoral processes, social media, gaming and security. On this point, the Covid 19 pandemic has enabled us to measure the impact of digital technology in health care and the revival of economic activities on a global scale (health record, teleworking). However, the use of digital technology is not without risk for individuals and their fundamental rights.

In recent years, many voices have been raised to denounce the excesses of automated personal data processing. In the case of Africa, these demands concern regulation adapted to the needs of the continent, and the defense of digital rights and freedoms. In Africa, the regulation of personal data is evolving in variable geometry. There are a variety of national, regional and continental regulatory instruments, but no real harmonization has been achieved. This situation is partly due to the absence of domestic legislation in many African countries. Just under 35 countries currently have legislation on personal data.

However, personal data represents a major challenge for Africa, not only in terms of its economic value, but also in its relationship with the strengthening of the rule of law and democracy. In this respect, the absence of a strong data management policy exposes African countries to a loss of sovereignty over this new resource.

This is the aim of this interventional research project, whose ambition is to lay the foundations for knowledge production on a continental scale, in order to shed light on the practice of personal data protection. This scientific approach aims to develop a decision-making tool for the formulation of public policies and/or community and legislative reforms in Africa.
